13 informants receive P3.2-M in cash rewards for helping govt anti-drug operations

THIRTEEN informants received cash rewards amounting to P3.2 millionfrom the Philippine Drug Enforcement Agency (PDEA) on Wednesday for providing information that led to 19 successful anti-drug operations.

The informants who went by their aliases Efren, El Guapo, Garfield, Aser, RK, Cobra, Ada, Spade, Chard, Bungo, Abe, Dang, and Bantay received their money from PDEA Director General Aaron Aquino at agency’s headquarters.

The heads of the informants were covered with black cloth to hide their identities.

The cash rewards varied depending on the depth of information and the resulting drug operation.

“Efren” received the largest amount at P986,889.2 after he tipped PDEA with information that led to two successful anti-illegal drug operations in the south of Metro Manila on March 23 when 2,815.50 and 13,785.90 grams of shabu were seized in buy-bust operations in Makati and in Alabang, Muntinlupa respectively.

Other informants received the following cash prizes: P976,583.26 for “El Guapo”; P500,000 for “Garfield”; P205,992.13 for “Aser”; P101,921.23 for “RK”; P101,535.68 for “Cobra”; P75,389.23 for “Ada”; P60,205.12 for “Spade”; P59,040 for “Chard”; P45,727.78 for “Bungo”; P25,907.35 for “Abe”; P23,313.04 for Dang; and P14,402.50 for “Bantay”.

The cash rewards given to confidential informants is part of PDEA’s “Operation Private Eye” to enlist public support in the government’s anti-drug campaign, which started in 2017.

PDEA also rewarded six of its operating units up to P2.3 million for their successful anti-drug operations.

The PDEA-Intelligence and Investigation Service received the biggest reward with P956,617.16 after its successful three buy-bust operations from September 24 to 26 which resulted in the arrest of five drug personalities, including a Chinese, and confiscation of 24,039.72 grams of shabu worth P144 million.

Other PDEA operating units who were given cash rewards were Central Luzon (P722,305.48), Western Visayas (P292,434.35), Special Enforcement Services (P224,339.78), National Capital Region (P68,445.53), and Autonomous Region in Muslim Mindanao (P39,450.70).

Filipino women spend more time on Pornhub – report

THE Philippines tallied the highest number of female visitors on controversial website Pornhub, its year in review said.

With a proportion of 38 percent, Filipino women visited the website more than Brazil, South Africa (both 35 percent), and Mexico (31 percent).

The Canadian-based website stated that worldwide, the proportion of female visitors this year grew to 29 percent, up from 26 percent in 2017.

The Philippines is also ranked number one in terms of time spent on controversial website Pornhub, its year in review said.

With an average time of 13 minutes, 50 seconds, the country beat South Africa (10 minutes, 57 seconds) and the United States (10 minutes, 37 seconds).

“Still topping the list of the most fapptapular countries is the Philippines with an impressively long lasting time of 13 minutes and 50 seconds, up a further 22 seconds from 2017,” the website said.

Pornhub reported that this year saw its average visit duration grow by 14 seconds to 10 minutes and 13 seconds.

Economic managers to recommend special session on 2019 budget

ECONOMIC managers, led by Budget Secretary Benjamin Diokno, will recommend to President Rodrigo Duterte to call for a special session of Congress to deliberate on the 2019 national budget.

“There is a possibility that the President may call for a special session to fix the budget. We will recommend the special session to the President soon…,” Diokno told reporters in a press briefing.

Diokno’s statement came after Senate leaders announced that they would be working on a December 13 approval to allow President Duterte to sign the final General Appropriations Act (GAA) before the year ends.

NEW Armed Forces Chief Benjamin Madrigal Jr. welcomed the formation of a national task force by President Rodrigo Duterte against communist rebels, saying it will strengthen the military in its fight against the New People’s Army (NPA).

“It is better now, with the creation of the national task force to end local communist conflict, it will give us more fangs since there is an organization, which will quickly address this,” Madrigal told reporters in an interview on Tuesday night after assuming his post.

President Rodrigo Duterte signed on December 4 Executive Order 70, which institutionalizes a “whole-of-nation” approach in achieving “inclusive and sustainable” peace. It also cited the need to formulate a National Peace Framework.

Duterte issued two proclamations in 2017 that formally cancelled the peace negotiations with the National Democratic Front of the Philippines (NDFP) and declared the NPA and the Communist Party of the Philippines (CPP) as terrorist organizations.

Madrigal reiterated that the government negotiating panel should look at the sincerity of the communist team and determine whether it was talking “with the right persons.”

CPP founder Jose Maria “Joma” Sison said the recent executive order of Duterte was only intended to “terminate and prevent” the resumption of peace talks in the national level between the Philippine government and the NDFP.

“It limits the GRP (Government of the Republic of the Philippines) to the framework of military suppression and psywar use of fake surrenders and fake encounters, misrepresented as localized peace talks,” Sison said in a statement on Wednesday. DEMPSEY REYES

6 local officials dropped from drug list

THE Philippine Drug Enforcement Agency (PDEA) dropped six local officials from its narco-list, saying their participation was limited to “pleading for the release of relatives arrested for drug use.”

In a press briefing on Wednesday, PDEA Director General Aaron Aquino said the removal of five mayors and a vice mayor, all unidentified, reduced the number of suspected narco-politicians from 83 to 77.

“[These mayors] would just call the police and plead to release their relatives arrested for drugs…that is just their participation that’s why they were initially included in the narco-list,” Aquino said.

“If that is what you only did compared to other mayors who are really drug lords, we’re going to delist them,” he said.

Aquino said, however, that even after they were scrapped from the drug list, the six officials were not off the hook as they could be put back on if they would be linked to illegal drug activities.

PDEA, together with the Philippine National Police, National Intelligence Coordinating Agency, and the Armed Forces of the Philippines, are still verifying the narco-list on local chief executives.

There were 93 officials who were on the original narco-list but some were eventually removed as some cleared their name with PDEA while others have died.

Aquino said the PDEA was willing to release the list to the public once President Rodrigo Duterte gives the go-signal.

PDEA previously released its narco-list of barangay (village) officials allegedly involved in illegal drugs on April 30 to guide voters in the 2018 village elections.
